Grantville Project Designed for Current, Former Military Members

SAN DIEGO – A $42 million affordable housing project with 48 apartments earmarked for current and former members of the military is being built by CRP Affordable Housing and Community Development.


“We’re very pro-affordable housing. We build a lot of it. This is our third project in San Diego,” said Paul Salib, CRP managing partner.


CRP’s San Diego projects include Valencia Point Apartments with 102 units at 5930 Division St., and the renovation of the George D. McKinney Retirement Center in Valencia Park, with 60 apartments.


The company is also planning to break ground in the first quarter of 2026 on a 100-apartment project in Hillcrest, Salib said.


The Grant at Mission Trails at 5945 Mission Gorge Road is CRP’s latest project. It will include 14 apartments set aside for homeless veterans, with social services provided by Townspeople and the U.S. Department of Veteran Affairs.


“That’s a very important component, to make sure the homeless population we’re supporting has job training,” Salib said.


The other 33 apartments will be designated for low-income families with resident services led by Pacific Southwest Community Development Corp.


“The military aspect of it is something we’re very proud of,” Salib said. “From our perspective, it doesn’t get more rewarding that that, to help these populations that are connected to serving our country.”


Public Private Partnership

The apartments in The Grant will be for tenants with annual incomes of 30% to 60% of the Area Median Income (AMI), which is $39,700 to $99,240 for two-person to four-person households, according to the San Diego Housing Commission.


The Grant is replacing a strip shopping center that was razed.

Salib said that CRP chose the Mission Gorge site because it is near public transit and employment centers.


“We build all of our projects in high resource areas,” Salib said. “It’s a big belief of ours that affordable housing should be built in areas with great school districts, lots of jobs for residents and public transportation that takes cars off the road.”


With BSB Design, based in Des Moines, as the architect, the seven-story project will have 12 one-bedroom apartments, 24 two-bedroom apartments, and 12 three-bedroom apartments.


Amenities include a playground, a computer room, shared and private balconies.

The project stands out because of its concentration of larger apartments, compared to typical affordable housing complexes with predominantly studio and one-bedroom apartments, according to the Housing Commission.


The façade of the building is stucco, with the massing broken up by the balconies and sections of the white walls highlighted in orange and brown.


“It looks like a regular market-rate building,” Salib said. “You want people to be proud about where they live.”


Salib said that The Grant is “a great example of public and private partnerships working together.”


“Getting construction permits has been a process that’s gone very smoothly in San Diego,” Salib said. “Building affordable housing in San Diego has been nothing but positive. It’s been great.”


Financing partners on The Grant included the California Housing Finance Agency, Citi, CREA, LLC, Local Initiatives Support Corp., the California Tax Credit Allocation Committee and the California Debt Allocation Committee.


The City of San Diego also contributed $2.5 million, the San Diego Housing Commission contributed $2.2 million, and San Diego County contributed $2.75 million, Salib said, adding that the Housing Commission is also providing 14 vouchers for rent subsidies to low-income tenants.


“While the economic environment has been challenging for (getting) affordable housing funds, the political will has been strong,” Salib said. “There’s always been challenges in affordable housing with funding. Currently, it’s interest rates. I’m optimistic interest rates will go down.”
